Always thought the players in each age category of a countries team was decided purely on highest rating within the age bracket?

I'm sure he was recently in the U17s team, and is comfortably better than the other 2 DMs in the age group so how come he's been replaced? Does it happen a few days before their birthdays for some reason?
Also I'm assuming that this entire feature was put in with the intention of international games that just never got built on?
