would it not be more accurate to give team rating on just players included in team and subs not youths ?

Technically they arent.

From the help section:

Club ratings are designed to indicate the overall strength of a club's best lineup. More specifically it is an average of the ratings of your best players in each chain (keepers, defenders, midfielder and forwards).
